Modern soldiers are less fighter and more investigator/assassin - at least as far as vehicles go - as war technology is currently in a phase where weapons are superior to armor (like the advent of the rifle). So AWACS are used as spotters for F-16s (soon F-35s) or Harriers as they make a strike, a hit-and-run attack pattern that prevents prolonged combat that drastically increases the chance of a downed craft. It's a passive craft in an environment where something is either an attacker only or a defender/observer only.
