It wasn't originally a manga. The manga was adapted afterwards, just like how the Higurashi and Umineko manga came after the story was written. The difference is that Higanbana was never actually translated until 2013 and someone translated the manga before the VN was translated. Because of that, people assumed that Higanbana was shit before the VN was translated.
