Not necessarily. Best way I can describe it is that plus tries to be "Elona+" while omake tries to be "Vanilla+". The big differences off the top of my head are:
>Plus reworks potential scaling so that it drains faster but is much easier to max out
>skills are also acquired more readily, as a result of both it takes about half the time to clear lesimas in plus
>most tricks/exploits like shack cargo warping are banned
>many new special actions
>adds 2 new main quests and continents with the intention of wrapping up the Etherwind story arc (fanfiction, but faithful fanfiction)

>meanwhile, Omake adds many new feats and adds scaling to old ones
>many interesting things like custom spells and furniture crafted from monster parts, most changes don't affect you until late/endgame though.
