Not quite, for some birds like ducks it'll work wonders, but for crows, the effect usually goes away within days. It does, naturally, become suspicious that there's always some dude wearing old rags standing in the same place every single day without moving.

I've actually seen a crow sitting on the hat of a scarecrow once, it was cute.
