Even just in the games, Shinmyoumaru's profile from DDC already describes Seija as a "well-spoken amanojaku." Canonically she is a silver-tongued manipulator and like the other guy said, she even tries to win the heroines over to her side before fighting them. It just doesn't work out because Reimu doesn't give a shit, Marisa is too simple, and Sakuya literally serves one of the powerful people she's trying to topple.
