You could get Remilia so addicted to yourself she'd try to replace blood in her diet with your semen and you'll still not be allowed inside that one room. Live in her bedroom? Sure. Keep your panty collection, my first volatile laboratory set, altar to Oppantsu-sama, no problem. Move into her sister's bedroom, no problem. Live with Sakuya, Patchouli, Koakuma, whoever is cool with it. Even Meiling if you for some reason just want the other hut. You can always access the old place without a problem too. But you cannot enter this one room in the mansion, ever. It's reserved. Then there's some random empty houses in some other areas too, like the bamboo forest. These places should at least be accesible, if you absolutely cannot live there because the game would break or something.

I don't think there's a way to tell who can move out and who can't.
I can tell you Youmu was really eager to move into SDM until I disabled that option, she was pestering me every week. Wonder why.
