I want to be a Japanese citizen someday. How many years do I have to live there in order to become a citizen, and do they have a welfare system and universal health care like Norway?

I'll study Japanese no more than an hour a day, as I have full-time studies to take care of too, and a part-time job.

How good should I be at understanding Japanese by the summer of 2009? And how many kanji is a reasonable amount to know in my situation within 6 months?
