They're the two new people of SWR, and Iku needed a member of the Hinanai clan. They have similar hats, too.

Really, Iku is one of the more ignored Touhous. Her only personality quirk is "lazy" in canon and "disco-lover" in fanon.

I still think she's very pretty, though.

In the right hands, she's pretty buff for reasons already mentioned. Her range is extremely deceptive and she actually hits farther than the tip of her shawl sprite; test it for yourself.

She requires a different mindset than most of the cast, but once you realize her potential, she's a relatively strong character with some weaknesses.

Like we have to guess who's Spanish.

I think the main thing against her is that there's nothing "moe" about her, which makes the fan community ignore her and not give her a colorful personality like every other Touhou.

But she's very pretty~

I find Iku to be the most beautiful Touhou.
