OP is both right and wrong.
It's not that 2hu doesn't have substance, but all the substance and potential it has is never fully tapped on /jp/ and they only focus on its shallowest aspects.
Sure it has few good discussions and constant like gameplay and 2hu mod threads, but those few and one more attempt to "improve" /jp/ is nothing against unending imagedump and lewd threads that has been flooding /jp/ for years, and I feel like that was the reason mods didn't put a second thought on dumping various garbage here in the first place. The board quality has always been abyssmal.
