iToS is basically it's own branch when it comes to balance and unique content as it seems, and in general it is more of a beta release compared to the korean release because it seemingly was rushed a bit to quell down on the negative reviews the steam page got thanks to the game not being available for everyone in the beta state.
And whilist >>15262534's post was kind of a mess, he was right about the server instability on the international version, bundled with its own balancing, which I can't really talk about because I haven't played said classes yet.
