Unironically it's autism. It's a flat-out improvement, technically. These threads were a fucking nightmare before the 2k posts thing, and to be honest survey posting dragging out the last 800 posts in a thread isn't actually that good either.

Normal 4chan threads never have had such problems with images, not even /vg/. Sure they can be used for shitposting but they can also be used for good things too, it's a double-edged sword. It's a weird-ass /jp/ problem and they're trying to fix it.
