I'm reading this today: https://www3.nhk.or.jp/news/easy/k10011615361000/k10011615361000.html

Inside, it says this:

>NHKが7日の午後2時までに警察や町などに聞いて調べると、亡くなった人は11人、心臓と呼吸が止まっている人は7人、どこにいるかわからない人は22人でした。

I interpreted this as saying

>police and other townspeople searching told NHK that since 2PM on the 7th, they had found 11 people dead, 7 people whose pulse and breathing had stopped, and that 22 people's locations were unknown.

1) Is this correct? Did I miss anything (big or small)
2) Why did they separate these two ideas:

>亡くなった人は11人

>心臓と呼吸が止まっている人は7人

同じの? Aren't they the same thing?
