Oh that's a CSS rule. User style extension.
If you are using uBlock on the message box, you can safely ignore that second rule.
I prefer keeping them both in CSS for simplicity, plus it also makes it easier to test it in case anything else is broke. (I currently have it showing a huge yellow outline around the element rather than hiding it and it seems safe so far)
