Actually, ZUN said the reason that Mokou and Kaguya aren't in is because they're too powerful. Mokou having a bad character? That's something fandom provided. In canon, Mokou isn't even tsundere. She's got her own personality. But the way she reacts just makes her so cool. Yuka, on the other hand, would be the one who would go berserk, so I could understand where you're coming from with her.
