ZUN described it as cheating, she invokes gods and her powers IS the power of the god she invokes, like if she invokes amaterasu she becomes as strong as amaterasu, she can uses her 100%. because of that she has almost no ceiling to how strong she can be.

But reimu can still win with musou tensei since it's basically the equivalent of an angry 8yo crying " i win because i've decided so. " There's no counter to that.
