Well a possible explanation could be that it is small neighborhood that watches out for each other. Especially if it is known that the younger Kamei is in a idol group. From what I understand about her father he is a very powerful rich man, he would probably cut some stalkers balls off if he saw them lurking outside his house in the morning.
