In PMiSS, 亡霊 is used to refer to ghost.

幽霊 is used to refer to phantoms.

They're explicitly described as being two completely different things.

"They're (phantoms) often mixed up with ghosts, which are embodiments of deceased people, but phantoms are not necessarily spirits of the deceased. "

"Ghosts are different from phantoms, since they have the appearance they did while alive, can touch and speak, and an outside observer can't tell them apart from a normal human."

This creates a hell of a problem, as a lot of the translations merely used "ghost" in places where "phantom" would be far more appropriate.

But that still didn't answer the question of "Are ghosts youkai or not?"
