That's not anyone's "logic". That's just how the game works. It's a simple 30% chance of obtaining an ISP score after failing any request.

Well yeah, those are the generic stage themes. They can be obtained from any character. The character overview only shows those tied to that specific character, so most of them just have their boss theme and their game's ending theme (tied to fall state), and the noncombatants get nothing unique to them.

I like to give detailed answers sometimes when I feel its something that needs proper explaining. The ISC scores are a bit of an outlier on the character overview, so I gave a sincere answer to an insincere question. It's probably a waste of time, but nobody is gonna be able to accuse me of shitting up the thread.
