Either of us is missing the point.
A meme (media virus) becomes a meme precisely because it's so memetic (viral) that people start sharing or endorsing it (get infected with the virus and spread it further). It's not a meme unless a relatively large amount of people in a given population get a kick out of it. If only a couple of people get a kick out of it but spread it actively everywhere without a result, it won't deserve to be called a meme.

MAGA is, by definition, a meme. Touhou is a meme as well.
