You got to keep in mind. Before Morning Musume the last big idols were Onyanko Club! It just wasn't like it was now. There was no idol culture or well defined concept. Back in the late 90s if you said "idol" everyone just thinks Onyanko Club or Seiko Chan.
SPEED wasn't considered an idol group, but a girl group. Japanese "idol" meant something different from another era.

When Morning Musume came up they were radical. They were quasi idols as tsunku used to say. Ironic idols. Instead of girls who were seemingly perfect he wanted girls who had faults and flaws. Then you take these normal girls and turn them into "idols". It was always like a reality show in which that the journey of the girls themselves was more important than the idea of what an idol should be.

You new fags take for granted this modern idol culture, but back in our days it just didn't exist. Idols weren't something people took that seriously at first. I would say not until 6th gen.

Tsunku already said in a talk show that he never picked girls who said they wanted to be idols. That was a red flag.
