Moona doesn't have a problem with it, and in fact used the influence she gained from being Pekora's lapdog to help out her branch and even her indi sisters.
She knows how to play the long game well, a lot of people would be fine with being the "friend" of the biggest vtuber in the world.
It would actually be an easy ride, even better if that Holo plays her cards well and even ask for an avatar that plays with Gura's ocean theme, it certainly helped Moona a ton too.
