They're probably easier to send around than the other groups. They're relatively small, most of them are out of school or in their last year, they don't have much work outside of H!P stuff (like Ogata's show, Iikubo & Kudo's radio, Maria and Rikako's magazines, etc.) so they have a more open schedule.
Sort of like the Musume New York show, sending J=J overseas may not really be intended to be a money-maker. Rather it may be more to evaluate the potential of trying to foster and overseas fanbase. H!P's always been a little interested in the potential of foreign stuff (Coconuts Musume, Ice Cream Musume, the pandas, korea auditions), though it has never seemed to pay off well. By going to different countries on different continents they can see which areas are more willing to pay up for tickets and merch than others so they can focus on these places later.
The other thing is that the company has been really interested in lately is selling and promoting things online. The benefit of online sales is that it can potentially be accessed worldwide if it is set up to be so, so they can have a whole world of potential consumers instead of only Japan. I think that may be part of why J=J's latest single was a digital release. They can promote the single through this tour and see if supporting this overseas fanbase actually results in income coming in through online sales, which must have a potential of being far more profitable than the (probably really expensive) worldwide tour itself.
So basically I think the Juice=Juice tour is a test for the viability of H!P in the global market, and it was this group in particular because they're simply easier to move around and have less to lose if it all bombs.
