Quite true, even traditionally. While I've yet to see any historical rendering of the Hakutaku as a cowgirl (not surprising considering the Hakutaku isn't a cow anyway), the Norwegian take on the Huldra tends to come as what would today be called a cowgirl or a foxgirl. The Swedish take on the same creature is usually not as adorable.

Then again, from Japan there's always the Kudan. But let's not go there.

Not just to any emperor either, but only the chosen few even among the chosen few. Which is why for the time being, Keine seems to be safe.

Thinking of it similar to Arthur Dent cheating death at "Stavromula Beta". While Keine still is mortal even with her exceptionally long lifespan, the last time the hakutaku appeared to a virtuous ruler seems to have been long before her birth, and it doesn't seem like there's going to be another one for a while still. So presumably Keine has yet to appear to the emperor, as the hakutaku should.

... or maybe that isn't how it works. But it's a reassuring thought.
