She wasn't even being negligent, at most she was being socially inept, ultimately what happened to Satoko was due to Satoko's own actions. Rika offered Satoko help multiple times, Satoko declined, Rika was disappointed, yet Rika continued to defend Satoko when the other girls tried to bully her.
