Makes sense. Not sure about this, but since kappa are basically equivalent of imps or goblins, perhaps they don't have the ridiculously long lifespans usually associated with youkai. If kappa have generation gaps similar to humans, that might explain why they try and managed to stay on the bleeding edge while youkai in general tend to pretend time stands still.

Also, makes sense in another way. "Belief" in kappa prevails in Japan even today, so there is little reason for there to be kappa in Gensokyo. Unless the kappa beneath the mountain were there from the start, or unless they are considered outcasts among kappa as a whole.
Making peace for all time with the humans would certainly be enough to make other kappa give you weird looks and worse.
