I've always had the idea that she and Remilia originally met in the French Concession of Shangai in 1884.

Ties into her theme song, gives Remilia a reasonable excuse to be somewhere in China (going with the idea that she is French), and also solves the language barrier issue between the two (as Meiling has picked up enough french to talk to Remilia having lived there for some time).

As for her outfit, its just what Sakuya comes up with after Remilia asks that Meiling be given a "properly Chinese" uniform, and green being a complementary color to Meiling's red hair, is the perfect choice.

And her hat is just a beret.
