BMW works fine on my Vista nowadays though I had lots of difficulties with it before.
First answer to everything concerning this game is always: full reinstall, patch with latest patch, run translation.
As for your problem, did you modify the compatibility settings with which BMW is run? I think I had a similar problem at some point and fiddling with compatibility solved it.
That's really all I can say, there aren't that many things you can do in regards to trying to get BMW to work.
