I headcanon Okuu as not unintelligent, but with a habit of acting before thinking. She has a goofy, macabre sense of humor, especially with her bestie Rin.

Either way, I am of the belief that each interpretation of a character is it's own character, regardless of the fact that other characters hold the same name; I could draw some random generic anime girl and call her Kogasa Tatara and that would change nothing. ZUN's Kogasa would still be ZUN's Kogasa, and my Kogasa would be my Kogasa.

As I see it, when she ate Yatagarasu and gained the powers of nuclear fission and went a bit crazy, she was very dangerous and unfriendly.
But normally, she would be a rather low threat and friendly to humans.
So she can be a mixed bag.

Regardless of it all, Orin is Low/High, so I figure that Okuu should be as well, if not just from copying Orin.

Birma descendants tend to be rather docile and willing to be handled. Ragdolls especially. If you pick up a ragdoll, it basically turns into a huge, heavy, pear-shaped purring furball right away.
