It became popular because of the small hype it had when announced due to the premise of the game. That it stayed popular for a while was because of the annoying ADHD NISA weeaboo's were spamming 10/10 reviews everywhere.
And personally i thought the dialog was shit with the in your face gaming reverences (hurr hoodlums beating up a car GET IT???) delivered by talking heads and silhouettes because they were too fucking lazy to draw the NPC's.

Noticed how the much better mk2 went over with much less hype? its because many people stopped caring about neptunia because they got burned so badly by the first one.
