"Reppu" is the correct romanization. "Reppuu" is an incorrect form used informally by westerners who add extra u's as a form of training wheels because they're trying to learn Japanese from the romanization. It's one thing to use an incorrect form as a training tool, but it's another try to force everyone to use it and attack the correct form.

Similarly, Kongou is wrong. Kongō and Kongo are both correct, as they are the same thing in English. If you look up the Japanese site for the mountain Kongo is named after, they romanize it as Kongo.
