Certainly there are even today methods of observing and to some extent manipulating the states of mind, through chemical manipulation and exposure to certain physical phenomena. But these observations can only be made from the viewpoint of an outside observer, not from the mental self of the organism being observed. Thus it can be said that the cause - that is, the reactions taking place and associated phenomena - can be measured, while the effect - that is, the experience of the individual concerned - cannot. However, it is always possible that may change in the future, as advancement in scientific technology and methodology pushes the limits of what can be considered measurable or not.
