Good question. Probability is formalized on the sigma algebra of measurable sets, and boundaries can be properly defined on them so that Yukari can manipulate it. However it is not clear if Yukari's manipulation of boundaries is continuous or not, since continuous maps preserve probability. If that were the case then she can't completely eliminate the likelihood of something occurring, but just make it infinitewimally likely.
However if the set of unfavorable (to Yukari) events has measure zero, she can definitely manipulate the set so that they never occur without destroying the probability itself.
