Fubuki's stats are superior to Shigure in night battle and AA category except luck, and luck doesn't matter in an AACI-DA setup. Shigure would have to sacrifice her only advantage over Fubuki in order to have that double utility. Shigure's strongest use is as a cut-in ship, which makes her a slightly worse Yukikaze.
