People only started farming Cow levels after 1.09.

During 1.08, right after LoD came out and people first cleared act V, everyone at the time figured that the best way to level would be to farm Bloody Foothills, right at the start of act, over and over and over.

Since Bloody Foothills was like a straight line, it was simple to farm, rinse and repeat. Plus the exp was decent.
Your biggest problem was not killing yourself out of boredom since you had to do so many fucking Bloody Foothills that at the end of each night you would literally be vomiting Bloody Foothills.

As for the build, I have always made my Paladins for PvP, so I can't really remember what I used at that time except for the 1 point in zeal to literally leech off (I invented the term exp leech since I survived by life leeching and not doing any damage) and I had conviction aura since I believe I went max conviction, max Fist of Heavens, as FoH became really good for PvP after LoD came out.

My memory wavers really, it was really a intense point in my life, though my accomplishments in Classic, pre-LoD were a lot bigger.
