I was a fool to try and get a answer out of a emulation specific thread on /vg/. I figured they might know, but they don't.

On JPCSP Fate/extra, the character animations only have one frame outside of battle, looking like one of those paper cutouts when they try to do anything. Hovering around in one pose. Anyone know how to fix this?

Also, Fate/extra thread maybe?
