To add to this, I guess you could say he's a good character designer even if he lacks figure drawing fundamentals. Try making silhouettes out of his designs and you'll see that you're going to recognize them at a glance. Being recognizable as silhouettes is one of the principles in character and pose design. The famous "hair accessories" do a lot of work in this regard, but ZUN uses other elements like wings when disambiguating between similarly clothed/hatted characters like scarlet sisters

There's a hint of him actually considering silhouettes in pose and character design when you remember that the game discs all have the silhouette of the final final boss on their jacket.

Overall I think ZUN's art is great. In terms of drawings, yeah his character art is not the greatest but it has that unique feel to it and it'd feel weird at this point if he would make "good" drawings, and besides, his cover art is really good in my opinion.
