Divine spirits are made through belief.
People believe that, or once believed that X was a god, and that gives the divine spirit its authority, its ethos. Sometimes it wills that God into being, as it probably did for a lot of them like fictional heroic spirits.
That power is Authority. It's the Fate equivalent of the Idea Blood, and only gods (and Solomon, I believe?) have an it.
The machine gods are only different from earth gods while they're alive; when they died they were still worshipped and continued existing as normal divine spirits.
