Basically the new player guide is, play the flash game until it starts making sense then jump into Tenhou. Until you feel comfortable with the yaku there isn't much we can teach you.

Once you have a pretty good idea of what there is and what to go for, then you can start reading some guides about tile efficiency like the ones in the pastebin >>17367778.
