In 2.02, when your speed is 5x that of a unique npc, you do 1/5 the damage, and they do 5x the damage, resulting in a 25x advantage for the npc. Even if we pretend that there are no sources of damage which do not benefit from speed, and thus assume that we can divide that advantage by 5 to account for the player getting 5x as many turns, that still leaves a 5x advantage for the npc. So increasing speed not only makes you require up to 5x as many offensive spells and items for the same result, but also puts you at up to a 5x disadvantage. This might be the worst attempt at balancing that I have ever seen.
