Japanese women themselves don't know they do it, if you ask them why they do it they have no idea what you're talking about. It's as natural to them as breathing. Why do they do it? I like it but I want to know why.

It's cute when the movement has a smile or a smug smirk accompanied, but this is clearly not the reason for its existence because they also do it in circumstances when surely they want to not be cute. This is what separates the Japanese women's movement very clearly from other women's movements, they do it all the time and it is not intentional because they don't know what you're talking about if you're talking with them and then they do it, and you ask about it in that context, they still don't know. In fact, often if you ask Japanese women why they do it, they will make the exact movement as a response to that question.

It's the same thing whether she makes the movement or only tilts her head. However, the other forms of this movement clearly don't have anything to do with that head tilt because when the head tilt by itself is used, that's a different thing. So it makes sense to combine that head tilt and the movement, but it doesn't explain the head tilt as the integral part of the movement as it always is. The head tilt for this purpose isn't unique to Japanese women, everyone does it I think, in fact if you find a list of "Japanese gestures", many of them are common in other countries too. No such list that I've found has ever mentioned the movement I'm talking about, or they might mention it in the context of the common head tilt gesture but without reference to its use in other contexts.

The post I replied to has an example of such a movement in the context of exaggerated motion, however they do it in other contexts too. When it's in the context of an exaggeration of a natural movement such as riding a bike, that I can understand as intentionally being cute or to express fun in a way that isn't different from movements other women also make. It's most of the other contexts I don't understand at all. Tomorrow I can post an example with a reference to some specific scene in some specific JAV because it's very easy to see it in JAV too, but right now I don't have the chance to watch JAV in this situation. After you see it, you see it all the time. Japanese women do it all the time in every context.
