Because FGO was created for the sole purpose of fanservice, its lore was designed to let the player meet characters from other parts of the franchise and summon them. Since this should not even be possible in some cases, concessions had to be made.
For example, you can summon pic related. I don't even fucking remember how it works, but you can. And there's also a Saber version of her which didn't participate in the events of Kara no Kyoukai, so you're free to propose to her whenever.

There's also Artoria Archer, which acts all lovey-dovey with you, and Artoria Caster, which is a different form of Lily, when she was learning magic. It's a varied set.
