Considering the big picture for the future, I don't know if it's a bad thing. Of course it's unfortunate and surely affects JAV piracy but I believe JAV sites have concern with the growing suppression of "degenerate" fetishes by American credit card companies and even the voluntary "ethical" censorship by some sites. If JAV sites keep services available to foreigners, foreign demands have weight. If they block foreigners, foreigners themselves are responsible if they circumvent it. The JAV industry entirely relies on the domestic Japanese market so complying with the demands of foreigners has no benefit, only harm for nothing. We don't have to like it but legally blocking foreigners before a case is even made, legally protects JAV from the western hysteria.
