If I remember correctly, Touko only has about 20 magic circuits, which is pretty average, whilst Cornelius had a lot more. So she had to beat him in a battle of wits rather than in magic.

Also, I think Cornelius thought that Touko had lost her "familiar", meaning the cat monster, to her sister and didn't expect her to use it in a fight. Kind of harsh on him really.
