No, especially with COVID around digital has been skyrocketing globally even in nations like Japan where people have been holding onto physical. As the other anon pointed out, TsukiR was topping charts primarily on digital storefronts.
Poor physical sales can just be the result of everyone buying digitally. We already know digital sales are primarily where Melty Blood Type Lumina got its numbers in, since that's where everyone overseas got it, we just don't know if that was the case in Japan. Both of them are correct in pointing out that it's a pretty flawed comparison.
