She doesn't believe anything she does is wrong because she's just so much more than anyone else. She does have people she wants to be friends with, like Kasen, Okina, and probably some other select few. Anyone else is a pawn in her schemes, she is also psychotic by human standards. She is long accustomed to doing heinous shit to feed her desires and objectives and won't hesitate to do them if its the easiest way to achieve her objective.
On top of that she's an inhuman monster, her mind is beyond you and thus she will think of things to do that will be beyond us entirely. Her ability to do math alone is far beyond even our current and most efficient computers, the only downside is that she doesn't understand people at all which makes her trying to attract her possibly only ever love interestAnon such a challenge

While there is no wrong way to write her, there is a right way. Its about balancing all that into a very flawed women that doesn't see anything she does as flawed. To her, she is genuinely in the right in all things and only really considers the opinion of the few she considers of equal standing. Namely the other sages, though she wouldn't halt her own actions as in the grand scheme of things as nothing they'd do to mortals would matter much.

As a side note, she is also very lazy which she considers efficient, her winter vacation form gensokyo is one of the most highly treasured things she has and trampling on that is anathema to her, Which goes to show how invested she is into the HSE. She 100% believes that she's done enough in her life to enable her to believe that siestas are a spice of life; which are very essential and will do almost anything to make sure she can get that break. If anything were to interfere she would mercilessly crush it, which is why she's so frustrated with how everyone is conspiring against her.
