That was written before Clownpiece even existed. Oh yeah, and that describes the fairies of Gensokyo as PMiSS is an almanac for that region. Clownpiece is a lampad from Hell, not Gensokyo, and is one that doesn't follow the normal conventions for fairies as Hecatia described her as powerful and "not just for a fairy". Your argument is done. Clownpiece is not meant to be a loli. Aya and Moe drew her as normal sized, just a little shorter than Hecatia. H*rasaka, meanwhile, draws everyone, including Okina (who ZUN made to tell Aya that she was not loli) as a loli.
