This is not the case with JAV since the maker is the one who create the content and the agency only provide the talent, they don't do anything content-wise other than providing NG list to determine what the maker can subject their talent to.
The agencies for these AV actresses like C-More, B-Star, Mine's Pro etc seem to be smaller than the jimusho of music industry and only focus on modelling and acting works, see for example in C-More here:

Now things get complicated when you count AV actresses who also dabbled in music industry such as Ebisu Muscats, Amatsuka Moe, Abeno Miku, etc. I don't know if the same agency who handled their AV work also manage their music career, or maybe outsourced to other agency etc, I'm just as confused as you
