Mion told Shion that she also liked Satoshi and that she was planning to strangle Oryou to avenge him because she hadn't yet been convinced that her family had done him in, that's pretty passionate so it's definitely a crush. Mion gave him away to Shion because she liked him too and will always feel guilty for taking her identity. Presumably if Shion started falling for Keiichi too then Mion would bend over and accept it, since that's basically what happened when he gave the doll to Rena, so it's not surprising that someone (who?) wrote a Kira episode where Mion was once again almost giving up in the same manner after learning her sister had the hots for him and that Mion didn't end up with Keiichi in the Higurashi: The Next Generation manga.

Mion is so submissive and weak willed that the moment anyone else takes actual interest in Keiichi she'd just pout and let it happen. She always needs someone else to tell her to continue pushing forward. It's probably why Rena is closer to him at college in Matsuribayashi.
