Perhaps give fae an evasion modifier so that Cirno has a higher base dodge despite her ELG penalty, since she currently looks to have little strength or grace. This fairy has a funny face indeed.

And to elaborate on the leader role: Cirno (as well as the three fairies of light, if you want to pick them as well) would basically act something similar to Alice presumably as far as how mechanics worked: Most fairy entities would be friendly or at least neutral (very useful in some places like, a worthless ability in others) to her, while she could spend some sort of resource in order to "convince" them to join the party.

Customization of allied fairies would be more refined as opposed to simply having a pet a-la Nethack (the system that "non specialized" "pet" sort of allies would work by): You can issue rough tactics such as having certain fae engage in close combat while others prefer to fight at a distance, or stand ground, or follow you, directly order them to wear/wield certain equipment, and generally ensure that they act a bit less stupidly then the pets of Nethack; more like a Mystery Dungeon companion, which is still pretty stupid, but loads more workable.

Mixing this branch of abilities with Cirno's ice abilities, and she can potentially build fortifications and order fae to man them (another difference between her and Alice). Nevertheless, the lack of a more active combat specialization would mean she would be relatively weak as a direct fighter late game, so having an escape plan like teleportation would be a must, else a monster simply decapitates the great fairy army by the head by teleporting in front of her.
