I've thought long and hard about it and reached the conclusion that Ryukishi07 will probably add mechas in phase 2.
Maybe he just takes so long because he's rewriting the entire script to incorporate mechas instead of gauntlets this time.
Think about it. Mechas have been a staple of japanese otaku culture since time immemorial, and EVA3.0 has resurrected the hype not too long ago. It'd be very fitting for Ciconia's sci-fi warfare scenario to have epic mecha battles between teenagers of different countries, just like Gurren Lagann or NGE.
Also by replacing gauntlets with mechas he can show that the weaponry in Ciconia is unimportant in the end, they're just a metaphor for warfare in general.
